Perfect camera for light graffiti...?

It doesn't take any special camera functions to make a picture like that, so any fully adjustable camera will work. The overall exposure will determine how bright the background is, while the f-stop controls how bright the moving light is. You obviously can control the brightness and speed of the light, too, as well as adding background illumination. In the picture you link to, it looks like the photographer added some light on and around the bench.
