Anyone else see this study as Obvious?

It would be nice if whoever is making dumb predictions got fired, but, unfortunately, it's their job to predict, they have to show results, and by the time anyone might need to account for it, they'll all be retired or dead. What happens next after this kind of prediction is made, a whole bunch of highly-paid government geologists/earthquake specialists, go to an international convention in Paris, all expenses paid by the American taxpayers, and present their thesis.
