Is this a racist comment?

if someone who was born in iraq but moved to England at the age of one (Now 25) called someone a welsh c**t? is this a racist comment? as someone said welsh isnt a race so it cant be racist, but i disagree because if it was reversed and someone said "iragi" something" it would be racist but iraqi isnt a race
