OK my "high tech" gurus', I am in need of help again...please?

I am high tech illiterate and have spent the past hour trying to find out how to fix this.... Gateway Notebook touch pad right side is no longer sliding the cursor! Do I make any sense? The symbol shows by the cursor but they don't move!
